Public healthcare funding: the same hand giveth and taketh?

Already, 19 states -- including Maryland and Virginia -- and the District of Columbia have lowered payments to hospitals and nursing homes, eliminated coverage for some treatments, and forced some recipients out of the insurance program completely.- Washington Post's States Cut Medicaid Coverage Further

Although the number of uninsured and the cost of coverage have ballooned under his watch, President Bush leaves office with a health care legacy in bricks and mortar: he has doubled federal financing for community health centers, enabling the creation or expansion of 1,297 clinics in medically underserved areas. - NY Times, Expansion of Clinics Shapes* Bush Legacy

The same hand giveth and taketh away. And yet, even in giving, it leaves a lot to be desired. Rising numbers of Americans are turning to government funded healthcare programs, rising numbers of Americans are going without health insurance, without healthcare, with reduced healthcare, cutting back on needed prescriptions.

* I think the correct operative term here would be 'offsets'. Expansion of Clinics Offsets Bush Legacy.
